Human Resources Officer – Nasio Trust

Position: Human Resources Officer
Reporting to: Programme Manager
Location: Musanda/Mumias, Mumias West Sub-County, Kenya

The Nasio Trust is a registered charity based in the UK and Kenya, and operational for the past 20 years in Musanda and Mumias of Mumias West Sub-County of Kakamega County. Nasio’s Vision is that ‘communities no longer live in poverty, and Mission is to ‘empower communities to exit poverty’.

Nasio’s current main development focus is education, particularly early childhood development. The organisation also empowers local communities and youth in health, clean water and agriculture. Meanwhile, various Nasio commercial activities generate funds for our programmes.

The key objectives of Nasio’s Human Resources Department are to: –

  1. Provide high quality HR technical advice to the Boards of Trustees, Chief Executive Officer(CEO), and Programme Manager (PM);
  2. Develop and maintain high standards of service delivery especially for practical HR tasks (such as recruitment and selection of staff, disciplinary processes, performance management, training, etc); and,
  3. Maintain/develop organisational policies, rules and regulations in line with organisational requirements while ensuring all staff are familiar with same.

In support of these objectives, The Nasio Trust wishes to recruit a dynamic Human Resources (HR) Officer. He/she will work under the supervision and direction of the Programme Manager and the overall direction of the Chief Executive Officer (CEO).

Roles and Responsibilities

The HR Officer is a key member of the Nasio management team ensuring the objectives of the HR department are met. His/her specific responsibilities are: –

(1) Human Resource Planning, Recruitment and Selection

Working closely with the PM and Heads of Departments (HODs), and as relevant, the CEO to: –
  • Ensure that HR needs responsive to Nasio strategic, and operations plans are appropriately identified/quantified for shaping recruitment, selection, performance management, learning and development processes;
  • Develop HR action points that will propel Nasio’s brand as an attractive employer for retaining and recruiting staff; and,
  • Ensure the right people with the right skills are recruited for the right positions through: –
    • Developing/updating appropriate staff Job Descriptions (JDs) and Terms of Reference (TOR) for all consultants, interns and volunteers; and,
    • Leading on processes for advertising vacancies, selecting applicants, recruitment and on-boarding.

(2) Performance Management, Learning and Development

  • Ensuring that staff stay productive and engaged, supporting the PM’s improvement of HOD performance by developing and recording processes for continuous HOD monitoring, and similar processes for HOD performance monitoring of their line staff;
  • Coordinating timely completion of all HOD and staff annual performance appraisals;
  • Identifying/designing and implementing staff training/other development needs through performance monitoring and appraisals, staff audits, evaluations and other methods; and,
  • Monitoring the outcomes and impact of staff training and other development initiatives.

(3) Employee Relations, Benefits and Wellbeing

  • Contributing to developing efficient communication methods between departments to ensure effective collaboration and so that employees are informed on organisational compliances and other relevant topics;
  • Nurturing a positive working environment;
  • Bridging management and employee relations by addressing demands, grievances or other issues;
  • Maintaining/developing payment plans and benefits/awards programmes;
  • Ensuring organisational and personnel adherence to and compliance with health and safety regulations; and,
  • Leading on ensuring good staff wellbeing through effective one-to-one and crossdepartment communications, and linkages of staff with assistance programmes/services where needed.

(4) Administrative

  • Leading on personnel procedures involve the handling of promotions, relocations, discipline, performance improvement, illness, regulations, cultural and racial diversity, unwanted intimacies, bullying, and so forth;
  • Ensuring that HR policies and procedures are in place/updated covering the above) situations and other aspects of HR in accordance with organisational and legal requirements (including staying abreast of employment legislation developments;
  • Managing and updating the staff handbook and ensuring compliance to the handbook.
  • Ensuring that Human Resource Information Systems (HRIS) are developed, implemented and managed so the data can be used for better decision-making;
  • Working closely with the PM to develop and periodically update the HR content of the Nasio field operations risk register; 
  • Developing HR metrics in support of Nasio management information systems; and,
  • Ensuring timely narrative and any relevant metrics contributions to Nasio internal and external reporting.

(5) Support in organizational development

Supporting the CEO, Boards of Trustees and PM as relevant in: –

  • Preparation and review of annual operating plans;
  • Ensuring HR strategies and objectives are incorporated in strategic and annual operating plans;
  • Developing and maintaining a register of organisational policies and procedures; and,
  • Contributions to periodic organisational evaluations.

(6) Other

  • Preparing personal work plans and regular reviews with the PM;
  • Attending and contributing to Level 10 Weekly Management Meetings;
  • Supervision of logistics line staff; and,
  • Any other duties/responsibilities that may reasonably be assigned by senior management.

Qualifications and Skills

  • At least an undergraduate degree or similar technical qualification in personnel management or other relevant discipline;
  • Minimum 5 years relevant progressive experience;
  • In-depth knowledge of Kenyan employment legislation and HR best practices;
  • People-oriented and results-driven;
  • Demonstrable experience with Human Resources metrics;
  • Ability to architect strategy along with leadership skills;
  • Excellent active listening, negotiation and presentation skills;
  • Competence to build and effectively manage interpersonal relationships at all levels of the organisation;
  • Computer literate in main MS Office applications;
  • Fluent in English and Kiswahili; and,
  • Excellent writing and reporting skills.
